A Scout must complete the requirements for each rank advancement, then ask for a Scoutmaster Conference, then arrange a Board of Review. This is for the ranks of Tenderfoot, Second Class, First Class, Star, and Life.

Scoutmaster Conference Procedure

The Boy Scout has the responsibility to initiate contact with the Scoutmaster to arrange for a Scoutmaster Conference. This conference is required to be completed prior to a Board of Review for advancement for each rank during the Boy Scout’s career. The Boy Scout needs to arrange for the Scoutmaster Conference and the Board of Review well in advance of a Court of Honor so that the Scoutmaster, Assistant Scoutmasters, and other adults have time to arrange for these meetings in their schedules.

The method of initiating the Scoutmaster Conference is to place a telephone call to the Scoutmaster, Mr. Gordon Abraham, before Friday evening before a regular Monday night meeting. The Scout may also send an e-mail to initiate the request or ask in person at a regular meeting.

Progress Report:
The Scoutmaster will then print a Progress Report of the Scout’s activities obtained from the TroopMaster software program and provide a Board of Review printout for the Troopmaster Guru, Kara Howe.

The Scoutmaster will make every attempt to hold as many of the Scoutmaster Conferences as possible. The Assistant Scoutmasters will be available during the regular Monday night meetings to hold Scoutmaster Conferences for those meetings requested by Friday evening of the week before the regular meeting.

After the conference, the Scoutmaster will notify the Board of Review Coordinator via email to let them know of an impending call from the Scout to schedule a Board of Review.

Summary of the Guideline for the Board of Reviews.  

For scouts, please review the guideline below.   For parents, please consider volunteering as a reviewer (see below for description/requirements).   If you have any questions, please call Kara Howe at  650-968-4043     karahowe@mindspring.com

For Scouts:

1.  Finish all requirements before requesting the review: It is your responsibility to keep track of your advancement status.   In particular, older scouts earning merit badges should be aware of their status as well as the time that takes to earn certain merit badges.

2.  Before requesting the review, check your scout handbook and confirm all requirements are signed off.   The request for the Board of Review can be made only after all requirements including the scoutmaster conference and the position of responsibility requirement, are completed. The scoutmaster conference has to be completed, not merely scheduled. 

3.  Plan ahead for the reviews date: Normally, the board of reviews is scheduled only during the regular meeting.  There are circumstances that we will consider scheduling a special review session, which will be decided case-by-case.  Therefore, please check the troop calendar and plan ahead accordingly. 

4.  Arrange the board of review yourself by calling Mrs. Kara Howe, who will go over with the scout whether he has met all requirements and then set a potential date for review.    Please do not ask your parents to contact us, and we request phone calls, not e-mails, as it is an important experience to be able to call an adult with a request. 

For Parents:

1. Kara Howe will compile a list of scouts that need a Board of Review and will contact parents to organize the review. Scheduling two or three Boards of Review on the same night allows for parents to cover each other's scouts during the reviews.

2.  As there are three parent reviewers per scout per rank advancement, we are often in need of additional parent reviewers and maintain a list of parental reviewers.   From the list, we request participation at least a week ahead.  You can accept only as your schedule permits, and you will receeve reminders a couple of days prior to the review date.   The reviews (30 min. per scout), will on the regular meeting dates when your scouts are attending the meeting.   On average, you will be requested to participate in the review once a quarter.    

3.  Kara Howe routinely participates as a reviewer and leads the review.  There is a guideline booklet from which you can pick questions to ask.    Being a reviewer for Board of Review is one of the easiest volunteer activities, and an excellent opportunity to get to know some of the scouts.   If you are interested in being on the reviewer list, please call Kara Howe.
